When you use the Navigator Drag Mode to insert a hyperlink, it correctly inserts
the link : name and target. When a new section is inserted in your document, the
target is updated to reference the new section. Read bug
http://www.openoffice.org/project/www/issues/show_bug.cgi?id=18823 for more
information about it as a problem occures when using the Insert Hyperlink dialog
instead of the Navigator Drag Mode.

So the target is updated. If it references section 2.3, when you insert a new
section before section 2.3, the target references section 2.4, the new section.
But the hyperlink name is still "2.3 <section name>" but its target is "#2.4
<section name>|outline" (in my example, section are numbered using the outline
numbering feature). And you probably agree that its name should be "2.3 <section
name>".
