Calc could open dbf normally but it is lack of Chinese language (big5) support.
The dialog box of importing dbf even do not have Chinese language to choose. 

In fact, I have to open those dbf files with Excel before handle it in Calc. It
make me cannot replace Excel with Calc completely. Please add this support in
the future.

Hello Niklas, please give approval for this evaluated OO.o 2.0 flagged
issue. 
If you confirm with the target OO.o 2.0, then please keep it on your
owner (or the owner of the concerning developer) for implementation.
In case you want this issue for 'OOo Later', then please reset the
target milestone. If you decline the issue finally, please set the
resolution to 'Wontfix' (but do not close). In case of 'OOo Later' or
'Wontfix' please reset it on Bettina's owner. Thank you.

according to the announcement on releases
(http://www.openoffice.org/servlets/ReadMsg?list=releases&msgNo=7503) this issue
will be re-targeted to OOo Later.

A Korean user reported same issue via discussion forum. DBF import in calc lacks
CJK support. While I was testing the issue, however, I found a sort of work
around - using Dbase data source. Because it supports 'System' charset, I could
import Korean DBF into calc (at least) on Korean Windows.

I'd like to suggest to support 'System' charset first, if it is easier than to
supoort unicode. :-)
