The second level of the numbering isn't continued after it was interrupted by
another first level

Theres an outside chance (unlikely, but I have hope) that this is the
same as issue 13833.

Ok, have a plausible solution for this for 2.0 in
portlaoisefilterteam16. Quite interesting, there are a number of
numbering interactions which cannot be stored in word6/7, so you must
save in word 6/7 format and reload in word to see that you will get
when you make a change.
