Top-level entries in Options window hierarchy are confusing

When you go to the Tools->Options menu and click on one of the top-level entries in the hierarchy, you get a page with no options and a little bit of text. This is confusing for new users. At the very least the text should tell you to click on one of the subcategories listed in the left-hand pane. The temptation is to click on the OK button at the bottom to acknowledge that you have read the text and get on to the options. But instead the OK button makes the Options window go away, which is surprising in that context.
That's not a defect, that's the desired behaviour. Maybe it's not intuitive, but it's not defect. For OOo 2.0 the complete dialog will be changed.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
We have now 4.1.X live. The behavior in question I could not find anymore.
