1. Open an excel spreadsheet (I used office 97 sr-2)
2. Within one cell, type some English characters followed by some Chinese 
characters.
3. In another cell, type some Chinese characters followed by some English 
characters.
4. Save the excel sheet.
5. Open using open office.
6. Highlight the entire cell and change fonttype and font size.
7. Only the first segment of the string of the cell can be changed.

This is a feature in Calc.
Select Tools->Options->LanguageSettings->Languages and check
AsianLanguageSupport.
Now open the font formatting dialog of the cell. As you can see, it is
possible to select different fonts for Western text and Asian text.
As Excel supports only one font per cell, the import filter sets this
font for the appropriate script types. That means, a font with western
characters only is not set as Asian font in a cell, but an Asian font
is set.

if I create a blank-new sxc file and re-type the text, the font problem does 
not occur.  All English and Chinese charaters has their fonts changed.

Ok, now I see the problem. This is different behaviour of Calc and Excel.
Excel: If you change the font of a cell with different fonts, all the text gets
the new font.
Calc: Only the first part of the text until the first different formatted
character is modified.

DR->BH: Please decide about this RFE.

OpenOffice.org Issue Tracker - Feedback Request.

The Issue you raised is currently 'Unconfirmed' pending review, but has not been
updated within the last 3 years. Please consider re-testing with one of the
latest versions of OOo, as the problem(s) may have already been addressed.
Either use the recent stable version: http://download.openoffice.org/index.html
or consider trying the new OOo 3 BETA (still in testing):

Confirm that it is not reproducible in new version.  It should have been addressed over the years.
