The page boundary line on top of page two of the attached document is blue 
instead of gray.  Probably because the text just below the line is also blue.  
The blue line makes you think it's part of the document (and therefore part of 
a printout).    
This issue is only visible if the 'Text Boundary' option is checked in the View 
menu.

It's not a defect, it's a feature ;-)
The top line of the text boundary is colored (default value is blue),
if a page break or column break is manually inserted. Thus, the
colored line indicates this page/column break to the user. The color
can be changed in Tools - Options - Appearance - property 'page and
column break'. The line isn't printed.
