Let the registration prompt point to registration URL

I find it hard to believe that this hasn't been entered before. I quote from my recent post to users@OOo: <quote>Go look at the OOo home page and find a link that says simply "Register". One shouldn't have to come to this list in order to be provided a link that isn't present on the home page.</quote> A significant number of potential registered users haven't the time or desire to participate in the projects, yet, proselytizing for project participation is the only message that is presented. It is a bad marketing approach. Better to have the Registration link in OOo installation point to http://www.openoffice.org/welcome/registration-site.html People who are interested in doing more will natuarally find the opportunity.

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
No registration process with AOO
