OOo cannot open its own flat XML files

If you save a Writer document as flat XML, that file cannot be reopened OOo. I can't see why this is so, since the flat XML file seems to include about everything that's in the SXW file. This is important for me, because i'd like to maintain some files in flat XML rather than in the zipped SXW format so that i can perform automated text searches on them. That's a rather tedious job when all of the files are zipped. I have tried this with Writer, but this might also be an issue for Calc and the other modules.

Flat XML file format has been removed from OOo 1.1.0 installation. If you want to install it again, you have to use the OOo SDK.

what is the reason for this ? I think not so much people is familiar and easy to install the SDK. beside that only staroffice and OOo support the compressed xml, I didnt see another already support this. can we reconsider this ? to include it, or find some solutions so user can easily add it not from SDK
The Flat XML file format was designed for documentation of the SDK. If it's not easy to install a SDK it is a bug of the SDK biot of the office. In OOo the bug won't be fixed because the fileformat has been removed from installation.
