Open new Writer document.
Type the following:
one<enter>
two<enter>
three<enter>
four (no <enter> as there is already one there)
Click in line one. Format|Paragraph|Borders and add a bottom border line. It
appears immediately under line one, as expected. Now click in line two and
do the same. Line two (which is a paragraph) now has a bottom border, but
line one (which is also a paragraph) does not now have a bottom border 
showing. But looking at the Format|Paragraph|Borders for line one says that it 
has a bottom border.

In addition, changing the border for paragraph one so that its line width (or 
style, or colour) is different from the width of the border for para. two will 
now show a bottom border for para. one.

I can't remember seeing this behaviour in 1.1 beta 1 or earlier.

It's a feature. In the past we'd already a similar behaviour if the
paragraphs have borders at each side. Paragraphs with the same border
style builds a group and only the complete group gets the border around:

# 1. paragraph  #
# 2. paragraph  #
# 3. paragraph  #
################# 
Now we do this even the border style is only "underlined".
For the next version we will allow to enable or disable this feature.

Hi,

I was also very confused about this issue and
http://specs.openoffice.org/writer/compatibility/merge-borders-and-shadow.sxw
clarified a lot for me. This feature is not transparent and I appreciate that it
is possible to disable it in the next release. Especially as one would use a
table for the task that was intended to be solved by this feature. For me this
looked as if borders appeared for no reason when some styles were applied or
some borders deleted.

I would also like to disable this feature globally not only for a paragraph at a
time, as I do not like it. If this is possible like proposed in the spec-doc to
have a checkbox for the styles, then I would like to disable this feature on the
'Default' Style level for all sub-styles. I also think it should be disabled by
default and not only when by --- === horizontal lines are applied.

In addition there is a feature that I think is missing: if Paragraph>Border is
done for a selection of multiple paragraphs of which some contain a border and
some don't. Then under "Line arrangement">Default the box with no borders is
selected then all borders of the paragraphs should be cleaned. (same for setting
the line style to none). The current behaviour is to do nothing if the selected
paragraphs contain one paragraph with no border - it looks as though the borders
cannot be removed. This can only be achieved by a workaround: to select multiple
paragraphs then apply a border and then apply 'no Border' to remove everything.

Generally this border-feature should ideally behave like in calc: if multiple
paragraphs are selected of which some contain a border and some not then these
border should be shaded, borders that exist in all paragraphs should be black
lines and finally borders that exist nowhere in the selection should be white.
In short the manual-border square in Paragraph>Borders>"User defined"  in writer
should look and behave like in calc: Format>Cells>Borders>"User defined" - as it
already looks the same.

The default value will be ON, except for paragraph style 'horizontal line'. We
aren't planning to change this, because it reflects the same behaviour as in the
word processing program of our main competitor.

Yes, this has been implemented in OO 2.0 branch. Can be verified with newer
builds such as 680m38 or m41.
