Installation sets should contain an adequate readme file

Frank, nowadays most information, e.g. system requirements, are only published on www.openoffice.org, but should be part of the readme file inside the installation set, too. Stefan Taxhet agreed on that, so please think about how to realize that.
Currently we change the process for SO, so that we can use it for OO too

No, this issue talk about an adequate readme with system requirements, ... To share parts of OOo's readmes with other products needs a bit more work.
