It looks like this would be the case for any text data that requires going through 
the import dialog to create the new sheet. 
 
To reproduce: 
 
Open Calc, any Calc document, new or otherwise 
Select "Insert Sheet..." from the "Insert" menu 
"Insert Sheet" dialog comes up 
Select "From file" radio button 
Press "Browse..." button 
File selection dialog comes up, select any appropriate text (eg .csv) file and click 
"Insert" 
"Import Text" dialog comes up without anything in the "Fields" section 
Guess proper settings, hit "OK" on "Import Text" dialog 
Hit "OK" on "Insert Sheet" dialog 
If settings were guessed correctly, Sheet will be properly created

This may be a dup of 15521, although that one says the import fails, 
and is marked closed as fixed. I can't tell if it was supposed to be fixed 
in RC1 or not.
