There is an inconsistent behavior with the font color pallete that is brought to
the foreground when the font color icon is clicked on.  

If clicking on the upper 1/2 of the icon (with the button held down) then the
pallete is presented

If clicking on the lower 1/2 of the icon (with the button held down) then the
pallete is presented but is in "drag" mode

This is due to the presented position of the color pallete.  The title bar, when
presented, is over the lower 1/2 of the icon and thereby the routine thinks that
the person desires to move the pallete around.

The simple fix would be to have the pallete appear slightly lower so that the
title bar of the color pallete doesn't cover the font color icon and then the
behavior would be consistent.

Note that the button must be held down when selecting the font color icon

Unable to reproduce with OOo1.1rc2 on debian woody, kde 3.1.1.

@enmane: What window manager are you using?

Please note that the inconsistency of the three icons (Font,
Highlighting, Paragraph Background) is subject of issue 16352 (but
totally different from what is describen here...)

SBA->Enmane: I can't reproduce this either. In addition to some system
information, could you please provide some screenshots to show what
you get?

please install the latest release of OOo and come back if the error 
still occurs on your system.

this issue will be closed if i do not read any further comments until
