To simulate:

1. New a Writer document

2. Insert a table 1 row x 2 column

3. Press <Print Screen> to dump screen

4. Position cursor in cell (1, 1)

5. Press crtl-v to paste the screen dump

6. Notice the height of row 1 in the table is much bigger than before.

7. select to insert new row.

8. delete the newly inserted row.

9. Row 1 height now returns to normal.

Duplicated with OOo1.1rc2 on Windows 2000.
Confirming.
Changing Priority P3 -> P4.

Workaround: Right click on graphics, select Anchor - to character.
