There is a need for an User Administration dialog where the user of a database
could create new db users and/or change the password of existing ones.
Addintionally it should be possible to set access rights (db privileges) to
exisitng users. Some databases also allow the existence of groups. These groups
can have, as users have, privileges. The last point which we should have in mind
is that an user might have grant rights. This means that he could grant the
right to grant rights.
