Was broken with fix in signal.c. P_tmpdir is not always terminated with a slash.

reopening issue as 16603 was a new issue - crash reporter does not
come up on Suse Slec, sun's mercury desktop.

I Verified P_tmpdir as fixed. we have to  open new issue if this is
not fixed, because there is now another reason for it.
