Compile of OOo on Windows crashs for me on officecfg project. If I create
manually  directories in which problem is (eg.
wntmsci9.pro\misc\registry\schema\org\openoffice), it runs correctly.

Have a look at
http://tools.openoffice.org/dev_docs/build_windows.html#BuildRequirements

especially "Important Note 2". Once you modify your 4nt.ini this error
will vanish.
