I can enable additional dictionaries as per the instructions posted by Kevin Hendricks and the 
additional dictionaries work with the spell checker but if I change the default language (to UK 
english in my case) after I exit OO and restart it, the language setting have reverted back to US 
english.

Yes, known problem and already fixed in forthcoming OOo 1.1 RC

Please see issue 15362 for a workaround.

The Issue you raised has been marked as 'Resolved' and not updated within the
