I've finished the review, now the spec must be revised by CJ to
include my suggestions and changes.
Therefore, I am reassigning this task to him. (Otherwise he'll never
know when I'm done and that he has to do more work on the spec)

reassign issue to Liz, we won't change the owner (effort relation will
be lost). Better solution is to add the employee on the cc-list.
Notification will be proceeded by IssueZilla. This should be the
correct way. Suggestions or better alternatives?
