when changing the language settings in options, they are not saved. 

German language pack is installed an the dictionarys etc. work.

If selecting another language than english for default language and/or
dictionaries etc. they are not saved. Next opening of the options they were
deselected and the default language is again english.

Yes, this is a known bug reported many many times.  Please see issue 15362 for a 
workaround.  Fix already in OOo 1.1 RC

The Issue you raised has been marked as 'Resolved' and not updated within the
last 1 year+. I am therefore setting this issue to 'Verified' as the first step
