Clicking on File>open without any open documents doesn't do anything. When a
document is already open then it works normally, i.e. a file dialogue pops up.

OOo 1.1 isn't released, so which version do you use ?

please have a look at "Help -> About OpenOffice ..." 
Press Ctrl-S-D-T in the dialog that pops up and report the version and
build ID in this bug.
