Tools/Options/Language Settings/Writing Aids/User defined
dictionaries/IgnoreAllList [All] always checked

This item cannot be unchecked.

The IgnoreAllList is different from other dictionaries. It is needed
to provide the feature "Alway ignore" in the spell check dialog. Thus
it cannot be disabled. The only problem here is that this is not
reflected by the UI due to the inability of the used CheckListBox to
show either disabled CheckBoxes nor entries without a CheckBox.

Can you grey it out? That would give the user a hint that unchecking
this item will not work.
