The latest version of ICU is version 2.6.  I have modified the patch to apply to
icu 2.6 using the 2.2 version as a base.  This is not a verified work but a work
in progress.  Presented to allow others to have a start if they wish.

Please note tghe patch I assigned failed to work,  there is a mismatch
between makeword and createword logic.

I thought that icu 2.6 might solve a porting problem I had however
there was no support for aix gcc.  This might be useful for the HPUX
port though.

I have upgraded icu to 2.6 and created new patch. The breakiterator 
rules are moved to i18npool, which will keep the rule files and 
generate rule data by the tools genbrk and genccode delivered by icu 
project. 

The work current is in CWS i18n08, anyone would like to use it before 
integration can follow the cvs tag cws_srx645_i18n08.

I commited the required VCL changes for the upgrade to 2.6 into CWS i18n08. 
I'll cleanup some more later. 
 
This CWS will require some thourough testing.

SBA: Verified in CWS i18n08 by the Chinese and Japanese Test teams.
They had no objections about collation, break iterator and calendar
behavior after the introduction of ICU 2.6. 
Set to verified.
