Added es_ES and pt_BR dictionaries using DictInstall tool, which puts them in 
wrong directory, so, manually moved them, added correct entries to 
Dictionary.lst.  All showed up okay in Tools=>Options=>Language Settings-
>Writing Aids.  But, when I check the spellcheck function for the new 
languages (and hyphenation for Spanish (Spain)), and close with OK, the 
settings do not get saved, and are unchecked on reentry to same dialog.

This checked on two installations (XP and .NET Server 2003), neither works 
right.

Two things ... 
 
1. Did you install the *hyphenation* dictionary for Spain?  Hyphenation and 
spellcheck dictioanries are NOT the same.  I could not tell from your post which 
types of dictionaries you have installed. 
 
 
2.  Please post a list of the files in share/dict/ooo/ and the contents of the file 
"dictionary.lst"

Answer to 1: I installed BOTH SpellCheck and Hyphenation 
dictionaries for Spanish(Spain) and SpellCheck only for Portuguese
(Brazil).

Hi, 
 
It all looks fine (you meant "dictionary.lst" and not "Dictionary.lst" right). 
 
Please try removing the following file if it exists: 
 
share/registry/data/org/openoffice/Office/Linguistic.xcu 
 
Then try exiting OOo and Quickstarter and restarting them and see 
if it will now remember things properly. 
 
Please let me know if this workaround helps. 
 
Your issue might be related to issue 15362 and should tell us.

I did as Robert Black Eagle said, deleted Linguistic.xcu from both 
the User and Net install directories, restarted OOo1.1b2 and the 
settings now are correct.  So,  the bug must be that the first 
Linguistic.xcu generated at install time has a problem.

Then this is a duplicate of 15362 which has already been fixed in OOo 1.1RC. 
 
So I am resolving this as a duplicate.

The Issue you raised has been marked as 'Resolved' and not updated within the
last 1 year+. I am therefore setting this issue to 'Verified' as the first step
