Part 1: Impress has not the functionality to show the complete effects
floating window. There is just the rotate function available. This is
one of the differences between Impress and Draw and it is meant to be.
If you want this changed please write a request for enhancement or
feature wish.

Part 2: When inserting the effects icon into the bar there is
definitely the wrong icon used. The little green arrow isn't there but
the floating  window can be opened. It seems that there is the wrong
icon used.

SSA->CD: Please have a look who might have forgotten to call
ToolBox::SetItemBits(<item>, TIB_DROPDOWN) what actually will let the
green arrow appear...

CD->CL: For the slot SID_ANIMATION_EFFECTS there is no toolbox
controller registered. Therefor the small, green arrow is not painted.
Please have a look at this problem.
