Implement and add Syriac to list of CTL languages

With Arabic and Hebrew shaping implemented in the OOo 1.1 Betas, it is also possible to implement Syriac language support. Rendering requirements for Syriac are similar to those for Arabic. Syriac characters can have up to four contextual glyph forms (as found in Arabic) with an additional three classes determining behavior of the final Alaphs. However, Syriac differs from Arabic in that it does not have any presentational forms. At the present time, my programming abilities do not extend to C++; however, I would like to help out in any way possible to make this happen. HDU->KH: while you are at it could you also add "Hangul Jamo" (U+1100...U+11FF) to this list or should I open a new issue? Even better would be to have every script with unicodes U+0590...U11FF have the CTL flag.

I think Herbert accidentally set this issue to OOo1.1.2, assuming it to be a fix for Arabic in general. As this is a new feature/enhancement and is accompanied also by other changes for issue 22530 (general CTL handling), all included in cws_src680_i18n09, I'll retarget this issue to OOo2.0. If we really needed this backported to OOo1.1.x we could only take a limited approach because it might be too risky to include all related changes in OOo1.1.x.

SBA: This one is a duplicate of issue 22530 ("Support more CTL languages"). Syriac was included beside other Complex scripts. Have a look at that one for further details. Verified in CWS i18n09 along with 22530. Set to duplicate. *** This issue has been marked as a duplicate of 22530 ***
