in "solenv/inc/unxlngi?.mk" an if-clause using "$(BUILD_SPECIAL)"=="" is
embracing a compiler switch which was meant as a hack for hamburg development only.
the comment is still there but the switch is activated for all as nobody defines
BUILD_SPECIAL !?

BUILD_SPECIAL has to be activated for Hamburg release engineering.
