When opening attached ms word document it is impossible to edit it, as the
picture which has to be on the back is displayed on the front. So first of all
before editing I have to select the picture, press right mouse button, and do
Arrange -> Send to Back.

OOo version 1.0.2  imports document with correctly placed picture.

As far as I can see (hard to work with a protected document) the
problem is the same as in the newly attached example. Stuff anchored
in headers that overflows out of headers which is "above text" in the
header acts like "below text" in the part that is outside the header.

cmc->od: We discussed this recently, this is the same (I think) as
ancient issue #84112#

Changed issue type to enhancement, because we have to implement a
special layer for floating screen objects (Writer fly frames, drawing
objects, ...), which are imported, are anchored inside page
header/footer and have the MS Word wrapping mode 'in front of text'.
The usage of this layer will be controlled by a new compatibility flag.

We decided *not* to introduce a special layer for such objects, because its to
much overhead for such an enhancement. But we want to improve the MS Word filter
to reflect such behaviour in the following way:
Imported objects, which are anchored inside page header resp. page footer and
have set the MS Word wrapping mode 'In front of text', will be imported as its
MS Word wrapping mode is 'Behind text'.
Martin (MM), please take over.

Notice that in the file that I uploaded, as the images do not stay in
thebackground, the text is mostly hidden.

Tested with OOo680m36 on win2003
