Unable to use filename that contains more than 14 Thai characters

When saving file, if there's more than 14 Thai chars in the filename, we cannot save it. OO.o will shown an dialog with a message "Can not create backup copy". - occurs with 644m4 644m7 644m11 - not occurs with 644m1 ---- (original reported by: Somphong, from linux.thai.net)
steps to reproduce: 1. create new OO.o document, in any app (e.g. Writer) 2. type anything (to made OO.o allow us to save file) 3. save file (File --> Save) 4. use below text as a filename (note: please make sure you view this IssueZilla page with Thai TIS-620 encoding): ---- ·´Êͺ¡ÒõÑ駪×èÍÀÒÉÒä·Â ---- 5. click "Save" button

Works ok for me in SRX645m4 OOo build.

Tested with OOo 1.1 RC / Windows XP when saving file, unable to use filename that contains more than 23 Thai characters. "Can not create backup copy" dialog will be shown.
Fixed.

To reproduce the bug the file with specified for the new document name must exist already.
