The content of index.html isn't shown for project home pages.

There is a row on the SQL table for projects called USE_INDEX which 
defaults to NO after migration. Part of our process is to change those 
values to YES. We will do this first on the inst box then on the production 
box.

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for details.
