Unable to finish creating User: General error: 
Table 'tigris.HELM_CLUSTER_EVENT' doesn't exist

Tested with different user names (stx45, itsme) and browsers.

This is an  oo.inst sandbox problem. The user actually does get created, 
but the process stops short of sending the password, etc. I believe we've 
seen this before, and we will address prior to go-live.

As mentioned on the qa dev list on March 5th I will close all resolved
<wontfix/duplicate/worksforme/invalid> issues. Please see this posting for details.
