The spcacing below is ignored for the last paragraph in a cell; instead, this
must be adjusted in the table settings. This is a pity, since there is no frame
style for tables; this must be changed for each table. Furthermore, the table
headers are affected as well.

I'd suggest to use the max. value of spacing below (paragraph) and bottom
padding (table), no matter whether or not there is a visible border. This
behaviour could be optional (by default switched off) to not affect existing
documents.

Could you please clarify what spacing issue you are referring to?

Is it the spacing between the text in the table cell and the table
border or the spacing of the last table row and the next block of text
in the main document.

I'm referring to the spacing between the text in the table cell and
the cell border. The spacing below a table works ok.

change back to defect (since this causes a problem when importing
word-documents such as attache to issue 20097, therefore adding
ms_interoperability keyword as well). OS-> all (same on linux)

At least a compatibility-option is needed - similar to add spacing
between paragraphs and tables

It might even be that the said compatibility-option is broken (since
it doesn't add the paragraphs' below spacing and the spacing to
contents in the table) - it only adds the spacing outside the table..

reassigning back to default owner.

According to the OpenOffice.org roadmap
(http://tools.openoffice.org/releases) this issue was retargeted to
OOo Later.

This issue and the duplicate one are covered by issue #20352 (Q-PCD
MSInteroperability-MIB-03).
Thus, set target to 'OOo 2.0' and duplicate it.

Yes, the influence of the lower distance of paragraph to cell/row
height is managed by issue 20352.
