I found this issue in the draw app, but it is the same for any tear-off menu (along 
the left side) with only a few items-- the menus pop up and are auto-sized. If 
there are only a few items in the toolbar, it won't be wide enough to have a close 
window button so you get a toolbar you cannot close. The one that I specifically 
encountered was the 'TEXT' tear-off in the draw app.

I was not able to reproduce this. But I think that might differ
depending on the window-manager that is in use. I reassign this to
Philipp. Please have a look if there is something that could be done
about this. Thanks.

that's a window manager issue, please file a bug to your WM developer.
As a workaround most WMs have a context menu if you right click onto
the  title bar that should have a "close" option. Alternatively many
WMs have a taskbar which has a similar context menu

I tried right-clicking the menu bar, no context menu. There was _no 
way_ to close the window. The window manager is KDE 3.1 and I have 
not experienced this problem in _any other context_ but this one 
particular program.

I use KDE3.1 for everyday work and could reproduce the problem with
KDE2 and Quartz theme, in both cases i had a context menu on the title
bar of the toolbox using which i could close the window. Since this
happens with certain KDE themes only i think you will agree that this
is KDE's problem not OOo's.
