Increase accuracy for dimension lines

When displaying in inches, the dimension lines only resolve one decimal place. Common US measurements use 1/8", 1/16", and even 1/32" accuracy, which can't be conveyed with only 1 decimal place. The best solution would be to allow fractional representation of values, as that is what most users would use, both professionally and for hobby/repair/renovation projects. Decimal is usually only used for mechanical design work, and that is normally with three decimal places. And when the units are set to feet, the common breakdown is feet-inches - fractional inches. Draw only resolves to 10ths of a foot, which is rarely practical. Alternatively, giving users the option to select the number of decimal places would be a big improvement over 10ths of an inch. We normally can convert at least to 1/8" increments in our heads, and smaller increments using charts. This would open an entirely new set of users to Draw - architects, woodworkers, cabinet-makers, and blacksmiths (that's me :=).

Tested with OOo-Dev 680m180 (~2.0.3) WinXP. This issue has been fixed- precision of dimension lines can be set. However, for those still using Imperial units I imagine that a fractional display (1/16th etc.) would be desireable... This should be raised as a seperate Issue if needed. Regards, Andrew
