How to reproduce this.

Create a document.
Insert a manual page break
Insert an image on the page.
Delete the image.
OOO writer now jumbs to the top of page one.

This makes it quite hard to edit large documents.

This was marked as "fixed."  It is still occurring in 2.2.1 and 2.3.1!  Please 
reopen this issue.
