Create documentation for W32-tcsh builds

The following patches change www/www/styles/build_template.html and mkbuilddoc to generate an additional build_win_tcsh.html. build_win_tcsh.html contains the documentation how to build OOo on windows without 4NT using the Cygwin tools instead. When the build_win_tcsh.html is available I'd like to change the Build Process part of tools.openoffice.org website to look like this: Descriptions of the Build Process ~ * Linux ~ * Solaris ~ Glen Kreikenbeck's paper on building OOo on Solaris) ~ * Mac OSX ~ * Windows (Using 4NT + MSVC) ~ * Windows (Using Cygwin tcsh + MSVC. Beware this is experimental!) Please check the patch for gramatical/spelling errors.

I checked in the new build_template, mkbuilddoc script and the resulting build docs. I added a link to build_win_tcsh.html at the top of build_windows.html instead of creating a second link to windows build docs on the documentation page. In the future, build_win_tcsh.html should replace build_windows.html.
I found some general problems in the markup. The following patches fix the format of build_template.html and the generated build_*.html files. The following patch fixes this.

Hmmm, I cannot commit: User vq doesnt have <Commit> access to project www Can you please commit the *following* ;-) changes to build_template.html? (I broke the very long configure line for win_tcsh in three pieces, otherwise the frame is as wide as this long line. Looks ugly.) And the four generated html files. Or shall I ask for content developer status in www? Whom?

Louis, Martin, I would like to recommend the move of build_template and mkbuilddoc from www/www/styles to tools/www/<somewhere>. This would ease integration of Ken's, Volker's and other's contributions. Greetings, Stefan
Added Ken to CCs. As mentioned on IRC I tried to commit build_template.html to tools/www/dev_docs/build_template.html Doesn't work either: cvs server: cannot add file on non-branch tag HEAD

??? but build_template.html used to live in www/styles/
Hi Armin, see my earlier comments: it used to :-) Now the template, the script and the generated documents found a new home: tools/www/dev_docs This makes it easier to allow "content developers" to contribute. Greetings Stefan
