Steps:

1) Open any OOo application.
2) Ctrl+DblClick on the main toolbar, currently docked on the left, to undock 
it.
3) Ctrl+DblClick on the undocked toolbar.

Observed: It docks at the top.
Expected: It to dock where it was previously docked.

CD: I can confirm this behavior. This will be fixed with our new
layout manager implemented in the framework project.
