Steps:
0. Calc is not running.
1. Open any excel 2003 xml file (for example 1.xml).
2. Open any ods file (for example 1.ods). (do not close 1.xml!).
3. Close 1.xml (do not close 1.ods!).
4. Open 1.xml - you get message "Document file '1.xml' is locked for editing by ..."

Result: excel 2003 xml file is read only after close and open.

This is reproduced in 100% attempts for me.

I have reproduced the problem using the exact steps (with the Excel 2003 xml file produced by AOO 4.1.2).  This is on Windows 10 Pro x64.

The exact order of operation is important.  

I also confirm that the .~loc.Example1.xml# file has been removed and it doesn't matter how long I wait to reopen Example1.xml (as named when I reproduced the defect).

This problem is specific on Windows.
I don't reproduce with Debian 8 and AOO 4.1.2

This bug is reproduced for Libre Office Calc (4.4.0.3 and 5.1.3.2) for windows: https://bugs.documentfoundation.org/show_bug.cgi?id=100230
