We have volunteers for Kirgiz (ky), see l10n list. I don't see an existing translation at http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/ so please just create a new empty one for aoo40 at https://translate.apache.org/ky/

I have added Kirgiz as new language on Pootle. It is a complete new language for AOO and have to start from scratch.

I recommend to concentrate on the UI first.
