SframeworkINstall.jar ed0.2 rc4.

If user removes or renames the user/Scripts directory and subsequently creates a
user/Scripts directory using NetBeans during a deploy and does not copy  the
ScriptfrmwrkHelper directory back to user/Scripts, the user cannot create a new
binding
