Kabyle (kab) is already in the source code
http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/
we have volunteers ready to help and it isn't in Pootle now:
https://translate.apache.org/

PO files from OpenOffice 4.0.0 should be uploaded there.

As explained by Juergen on the l10n list, we are now ready but we need the plural rules for your language. Feel free to ask if you need details.

As there is currently activity on this language on Pootle. I am closing this as fixed.

yes, we are still localizing. We will get a lang pack for Windows Kabyle with the next realease
