Kazakh (kk) is already in the source code
http://svn.apache.org/viewvc/openoffice/trunk/extras/l10n/source/
we have volunteers ready to help and it isn't in Pootle now (except for the genlang files, which are still experimental):
https://translate.apache.org/kk/

PO files from OpenOffice 4.0.0 should be uploaded there.
