As there are emerging projects which use languages which has characters not
included in the iso-8859-1 character set I suggest to change Issuezilla to use
utf-8 encoding.

Otherwise it is not possible to enter correctly bugs in for example translations
in the cs project, etc.

I can confirm this is a major problem for Czech Native-Lang project.

We are updating IZ with resources if not UTF-8 in Autumn.  The current
version of IZ will stay with us no matter what until that upgrade.

IZ will use UTF-8.

So, then you could update the status whiteboard with the appropriate
version name and assign to support?

Referencing internal issue, PCN 20511 and marking resolved, later.
This issue should be tested on the staging server for the next 
upgrade to verify.
