I tested Spanish, German and French language pack, always the same, download is successful until last few bytes, directly because download will be terminated I get the error message, and downloaded file will be broken.
Same problem when I do the download directly from <http://people.apache.org/~jsc/developer-snapshots/snapshot/windows/>

MY OS is WIN7 64bit.

a) I have a little experience with downloads, that's nothing with my folders
b) Download of Apache_OpenOffice_4.0.0_Win_x86_install_en-US.exe_1522537.exe
   to the same folder worked fine

Might be some overload problem or similar. in a second attempt with download of Apache_OpenOffice-SDK_4.0.1_Win_x86_install_en-US.exe  until Apache_OpenOffice_4.0.1_Win_x86_install_de.exe.sha256  none of the downloads became aborted. 

But download is horrible slow, Apache_OpenOffice_4.0.1_Win_x86_install_ast.exe currently downloads with 28 KB/s, LibreOffice_4.1.1_Win_x86.msi became downloaded with more than 650 KB/s
