Above mentioned page is very outdated:
* old Bugzilla terms (WORKSFORME, ...)
* dead links
* Several layout problems  (No emphasis for headings, missing spaces, ...)
It should be replaced by a forward to <http://wiki.openoffice.org/wiki/Bug>

I conserved contents in "BugsAndIssues.odt" available at the Wiki and mentioned on <http://wiki.openoffice.org/w/index.php?title=Talk:Bug&action=edit&redlink=1>

What links to this page?  Any prominent links to it?

The easiest fix is to intercept that link and point it to the wiki page instead.
