I tried on Windows 7 (32-bit) with I.E. 10.0.9200.16540, Update Version 10.0.4

It worked there.

Note that the screen layout looks wrong - the "Additional Information" panel appears below boxes instead of on the right.

Also the gaps between the blue boxes are filled with a green that looks rather like the download box green.

There's obviously some layout issue with the page.

Is it possible that the green download box is being generated but is being overwritten by the blue boxes?

The screenshot comes from the other bug report and there it was attached on 25th July. It's likely that this issue was already fixed. I would concentrate for the moment on the IE 10 issue.

Can not reproduce now with Opera.
Email sent to David Dolata - reporter of IE 10 bug, awaiting response.
