I wanted to place a text frame at the top margin, with a "To Paragraph" anchor. 
However it failed, because its "Vertical" "From Top" distance to "Text Area" 
cannot be set with negative values.

Steps in OO:
1. Insert a Frame.
2. Right click it to launch the Frame Properties dialog. In "Type" tab, change 
the vertical position to "From Top" by "-1.00cm" to "Text Area". The dialog's 
auto validation function will immediately reset the "by" value to "0.00cm".

I failed to drag the frame to top margin, too.

I think the problem might be that this field used the same field validation 
rules for "to Margin" and "to Text area". It's reasonable to allow negative 
values for "to Text area".
