I have shortcut in bookmarks toolbar of Bugzilla site.
Browser is Firefox 23.0
Icon of shortcut is constantly changing between Apache logo and classic Bugzilla logo.

Odd.  This is the "favicon" and it should use the file favicon.ico in the root of the web server.  So for Bugzilla it would be:  https://issues.apache.org/favicon.ico

Note: we don't control this at the AOO level.  It is Apache-wide.
