Header baseline should be higher

For example, on an A4 page with top margin as 2.54cm. If a header with 1cm height, 0.5cm spacing is set, the header area will start from 2.54cm to 3.54cm, and the text area will start from 4.04cm from the top. But to most people, their habit for headers is to have their baseline a little bit higher than the text area, ie. have the header start from 1cm, end at 2cm, with text area start from 2.54cm as usual. How are about setting the baseline for header/footer a little bit away from the text area?

I wanna change it.but I didn't find where to setting the baseline for header/footer .

To grep the issues easier via "requirements" I put the issues currently lying on my owner to the owner "requirements".
Hi, Have you tried to set the Page format? Click on Format -> Page -> Header, then you can set the space between your header and text area on Spacing.
