The httpserv.jar is built in module main/xmlsecurity from source files but is not created in the output tree.  It is created in the source tree instead.

A side effect of this is that the jar file was accidentally checked in to SVN and is also accidentally part of the source release archive.

Removed main/xmlsecurity/test_docs/tools/httpserv/dist/httpserv.jar
Modified build.xml and properties file so that the new dist directory in which httpserv.jar is created is main/xmlsecurity/$INPATH/misc/httpserv
