Reopening a file after turning off protection and saving the document by using menu "Save As" is not clearing the save with password check box, and the password remains unaltered.

Looks like an UI problem - check box not cleared - which has an easy workaround by just clicking the check box.

As phrase "after turning off protection" is not clear please provide step-by-step instructions. Thanks in advance!

Thus, currently no release blocker.
